not animated no, not at all. It's a gif of a slide show containing these though.

I suppose you can very loosely call what Ranken does as "animated". However, a slide-show gif is a more appropriate naming in this case.

You can find a lot of these on sankaku, some on gelbooru and danbooru, and likely other places as well. Though lately, sankaku has been the go too place for ranken gif. Someone keeps upping the 5$ version there with shocking speed.
