That comment is ill informed and/or trolling.
- まざー is "mother". It seems to me ふた娘 is usually read futako (shortening of futanarikko), but futamusume is certainly not out of the question. "Jou" meaning "girl/daughter" is rarely written 娘, usually 嬢 and that's more like... daughter of a well to do family. Different fetish entirely.
- The wiki's "know the difference" page say futanari tag is "[a]ssumed when genital area (aside from penile) is not shown." and has for years (in direct contradiction of the comment in question).
- AFAIK EH guidelines override the artist, so it's not that relevant, but this is tagged futanari on pixiv and the artist has drawn the V on the same tag.
