@dbkan I imagine it's because they're used to it. Some publishers are worse with their censorship so anything less than that is basically acceptable or even good in their eyes. Considering full censored magazines aren't even too hidden from the public eye in Japan (seriously, there are some places where it's like, normal toy store, anime goods then bang, full hentai games and books right there then normal clothing store. There are even places where a large building not even hidden away just sell sex toys and hentai books), these magazines have to have some form of hiding away the "goods" I guess. Also, much like how some comic books anywhere else usually have a hard book cover or sometimes extra pages in a proper complete book version that has to accumulate full book worth of content rather than "comic" sized amount, some Japanese hentai readers may sometimes just wait for the full book version (tankoubon) for a more complete, less censored variation anyway. All in all, I guess it's just a matter of what they're used to as well as perspective on how they do things differently.
