Honestly, their bodily proportions keep jumping up and down in apparent age between pages. Which makes classifying this as Lolicon kind of fucking confusing. I'm with neo_skyline on this not be Lolicon, though.

Totally get the whole X0 vs 1X mess up. I figured as much.

Clearly too many hardcore toddler con and single digit age lover folk feeling that any boobs or hips at all means fully developed body. (Not that there's anything wrong with those genres)

These characters are drawn far too small (short) to be "developed." The breast comparison between the two characters is clearly depicting one as underdeveloped and one as overdeveloped for their age. Like, one of them is the girl who got boobs first in their class. If these aren't lolicon girls, there are hundreds of galleries that need their tags adjusted.

Do we really need to come up with narrower terms... like, todler con, young grade schooler con, almost middle schooler con, flat chested middle schooler con, developed middle schooler but still clearly too young con, flat chested high schooler con, developed high schooler but still clearly young con... ?

If the character is, by visual observation, not an adult... lolicon is an appropriate tag. These girls are short, have small hips, have no pubic hair, and are wearing JC school outfits. Compared to the standard oversized boobs of adults in hentai, the experienced girl here has tiny underdeveloped breasts. Everything about these characters is classic lolicon.

I'm glad this was tagged lolicon temporarily or I never would have found it... and these are great lolis. No idea why some people think any girl over 8 isn't lolicon anymore. I get the whole "she's 17 and only "technically" underage, that's not lolicon," but saying these aren't lolis is ridiculous.
