I believe they do not refer to her breast, but her figure in general..look at.. the very strange hip's curves in panel 2 and 6; or the strange ass "halo" in panel 3, where the costume's strip reach the leg, it's very clear they retouched heavily the ass side, trying to "slim" her figure, but left un-touched the strip and the gemstones. That's a disgusting use of the damn photomanipulation program.
