Because it seems to be a slightly edited machine transdlation. I made an experiment with three random bubbles from the first page and ran the jap. text through google translate and it's basically the same text with just minor differences.

The google translate results:

1. Hey ... don't you think there is a suitable end to murder?

3. Well, it doesn't matter, you're just quiet ...
