This is a common "spring slogan" for Chinese New Year, and usually used on food storages (for instance, rice container).
It literally means "full".
The artist is Taiwanese so you can expect to see some ethically Chinese (or specifically Taiwanese) cultural reference here and there.

Another cultural... more like legal reference is the entire page 31.
In recent years, Taiwanese law mandated the installation of vocal warnings on all large vehicles (buses, trucks) for turning and reverse due to a recent rise on pedestrian crossing accidents.
It works exactly like depicted in this strip, minus IRL they are slaved to the vehicle itself (blinker lever and shift stick) and not navigation apps.
A local bus company in Taipei even introduced Japanese railroad-style point-and-check system which mandated the driver to loudly read out stuff like "crossing, left, all clear!" when turning at a crossroad and approaching a pedestrian crossing. They also had to stop briefly before all the checks are done, so you will see very abrupt and noticeable "stutters" in the bus' movement even when there's literally nobody on the crossing.
