Could these have been combined, or are their policy reasons why not?

Combined in which way?

Combine all pages into a single page? why would I?
Upload everything from the artist as a single gallery? even if that wouldn't get expunged as compilation it would be an absolute fucking mess to tag without being of any use for the majority of people that might like some specific sets but not everything from the artist.

I'm not opposed to just dumping everything into a single imageset if there's demand but it would be in addition not as replacement for sets having their own galleries.

Edit: while the compilation tag is vague on it, it turns out the Upload rules do clearly not allow a collection that is just compiling CG sets and the pixiv dumps that leave the impression imagesets get a free pass on this are expungable.
