We can't know it's a fabrication for certain until we know a bit more about their growth cycle. In many series, goblins go from birth to full growth in one to three days. With how she had to learn to speak and even eat, she may actually have only been a couple days old and just hadn't been used as breeding stock yet.

Cute how he feels bad, but in reality goblins have no rights and are murderous little assholes. There's no reason to feel bad for killing or doing whatever to them because its not against the law or immoral to do whatever you want to them. Even in this world the goblins are like normal RPG or Goblin Slayer Goblins that would kill and rape anything that moved on the spot.
