Feminization is for the change/training into a femboy/sissy. If they start the gallery looking like this the tag does not apply. Gender Change/Gender Morph* are the only change tags that can be valid without the process being shown

*Gender Morph on the other hand is correct, despite the description implying the transformation has to he shown, it has recently been clarified by a tag mod on the forum that the Gender Morph tag will always accompany the Gender Change tag unless a conflicting reason for it (possession, skinsuit or body swap) is shown or the Gender Change tag is applied to a MtF, Boobshirt, photoshopped, ect. Cosplayer (which is a special ruling for galleries with real people, Gender Morph doesn't have it so is only invoked when used on characters)
