Sadly, I don't think it'll happen soon. Daisuke Sato's HOTD is something akin to the situation with Kentaro Miura and his Berserk manga. Only someone who has both Daisuke Sato's notes and a great understanding of his storytelling would have a chance at continuing the story. Without them, the continuing writer would have a difficult time properly executing his vision for the series. (This, according to Shoji Sato, illustrator of HOTD and Triage X)

Realistically, our hope would be for HOTD to inspire a future manga author and illustrator to create their own Zombie Apocalypse manga that has similar story-beats and tropes. This way, we'd have the original HOTD and a new series with its own unique execution of events to enjoy.

Who knows? Maybe a HOTD fanfic would eventually become a unique zombie manga of its own someday?

It is the blessing and curse of manga and anime from Japan.

They hold the original author in very high esteem and see anyone trying to impinge on said author's visions as misguided or outright wrong.
This means that you don't have people trying to buy the IP rights from any of them with the sole purpose of reimagining and shitting on it the way western megacorpos are doing to star wars, star trek, lord of the rings etc.

the curse is that if an author dies before the completion of his work, that's it. It stands as it is unless said continuing writer had copious notes and previously worked very closely with the original author.

Not only that, but the manga industry itself is very competitive and cutthroat. If a prospective creator's work doesn't grab the attention of the publishers or gather the consistent numbers needed with each chapter/manga volume, then the work is toast.
