You're looking into a repeat of the case with "defaced" tag: a bunch of retards will see that uploading low quality, troll tier shit isn't punished, so they start spamming those galleries. Community asks mods and admin to do something about it and get denied. Problem grows to the point where even the most lenient mods can't ignore it, and work out a solution that is a) late, b) doesn't do SHIT to stop the flood, c) its use is restricted, and overall it's a bandaid for an open fracture.

Right now we're in the 1st phase of "MTL" tag implementation, where normal users see the problem, can tell that it's inevitable that it will turn to much worse issue, but mods/admin don't give a fuck and stay ignorant of it. It's going to get much worse.

Exactly! As you said, it will end up being a bandaid solution. And the mods and admin taking a long time to respond leads to conspiracy theories that may or may not be real. Many of which I am already starting to form. Especially since a user in a gallery a year ago that I can't remember managed to do some in depth digital investigation in the comments and tracked down an MTL farm. He posted the proof, and the farm's group went offline 24 hours later, or something like that. Nonetheless, this is ridiculous and needs to be combated as soon as possible.
