ya it almost reads like a double negative, shes asking if she can't not use her hands lol

they do that with some expressions where they ask if something is not alright, and if you agree, it means.. ya its not alright, you can't use your hands

or like they will ask if they can't do it raw.. and if they say yes, it means .. you can't do it raw lol it seems backwards but they are asking a negative and agreeing affirms the negative

i've seen them ask if someone doesn't hate something also lol its so awkward to us because of double negatives but they handle it fine natively there apparently, its logically correct following the double negative "you don't hate me?" "yes" means.. you don't hate them LOL

so the translation is close literally. but that's not how we talk in english, we try to avoid double negatives, and when they are used its usually someone using them illogically and meaning a single negative
