That's in the definition of the tag "For parodies (e.g. female ranma saotome) the change itself does not have to be shown." the 'gender change' tag is more like 'rule 63', or a implied sex change.If you want to see a visual sex change use the 'gender morph' tag.

Why two tags for basically the same thing? There used to be just one tag 'gender bender' but there were so many CGs that were TGTF but never even showed character's male form, just implied it through the dialogue; Even though it violates the 'presence rule' (if you see it tag it, if its not there don't/remove tag), which understandably ticked off some folks, like you in this case. Rather than booting those CGs off the tag and making a pain in the ass to search for them the mods decided to split into two tags. If you ever wondered why every 'gender morph' gallery always has the 'gender change' tag as well, that's the reason why.
