I feel like there is often a language gap, no pun intended, with this sort of thing. People could probably offer their services to popular artists like Popura for a cheap rate and they would take it, but they don't know where to ask and professional services are too expensive for the number of copies the English one would sell. Ironically enough, some popular artists on Pixiv get people translating them for free, but they do it for the artist to post directly on their Pixiv. (Tira-san comes to mind)
