Ok... So, Leather, both "True" and Synthetic, take on liquid and become more pliable with water. Scented milk baths while wearing tight leather gear just stretches it out to be more form fitting, stretch and flexible in the right places. It also retains some of the scent so it doesn't stink. It's definitely a weird thing for most people, as the entire scenario requires wearing wet leather and exercising the material. Pg 14 is correct; you are definitely supposed to have a level of water, rather than just using Bath-milk.
