Well, as a result of countries and states that have Know Your Customer laws and regulations and pressure campaigns (such as the Operation Chokepoint that was run from 2013 to 2017 under the Obama Administration DOJ) that force the banks that issue Visa and Mastercard to obey such rules. It's not just hentai and anime, as, e.g., gun purchases (beefed up with a recent law in California), pawn shops, drugs, fireworks, payday loans, telemarketing, gambling, etc. purchases can all make a bank come in for extra government regulation.

I don't know that it's so much the result of "puritanical billionaires" as puritanical ordinary voters and citizens, many of whom might be annoyed that *their* favorite activity results in extra bank scrutiny, but wholeheartedly favor extra scrutiny for things they don't like.

Simultaneously, a lot of those things (including hentai) have fairly high rates of people asking for reversed charges due to people using stolen credit numbers (or claiming that there was fraud or that their number was stolen), which leads to higher merchant charges or refusing to deal with merchants that have high levels of fraud reports.
