For improving scan quality best thing I was able to achieve:

it has slightly better edges and smoothes out lots of printed artifacts

to reproduce it:
1. Put original scan image into Topaz Gigapixel (I have cracked v7.2.2 one) choose 3 dots near AI model select "show legacy models" then select "very compressed" model with 100% denoise settings + Gamma Correction checkbox ON

2. Afterwards just put output into Waifu2x Extension GUI with Real CUGAN NCNN model and scale ratio "1" + denoise level "3". Screen:

3. Final output will have huge 14k resolution, so just put it back into photoshop and downscale to ~3500x with "bicubic smoother" settings.

For best quality I would merge parts of this cleaned up uncensored scan with digital version from: https://e-hentai.org/g/2662501/2db632cce6/

it still needs lot of cleaning and gamma / color corrections, so it's quite time consuming method.

I actually went through a similar process when editing the images. I first used Topaz DenoiseAI 3.7.2, followed by a surface blur of 5-8, and then applied RealESRGAN, but your cleaned up version do look much better! I also tried fusing the decensored part with the DL version, it worked great but the amount of manual work was such a hassle that I just gave up XD.
I can replace the images with yours once you upload them to the MEGA. Thanks for your effort!

just a general note: to improve your raw quality, try use a scanner with CCD module instead of CIS module. Cheap CCD scanner beats expensive CIS scanner in quality.

if the raw quality isn't good enough, after effects doesn't really help much.
