There are different levels of pixel art. You can have basic pixel art, like video games character sprites and icons, and then something more elaborate, like the style of title screens from the late 80s and early 90s games, very similar to what is shown here. Japanese artists often call this as oekaki pixel art

Oekaki isn't pixel art. It's aliased, sure, but pixel art is deliberate per-pixel placement. I'm a pixel artist, I know what I'm talking about.This is just crunching the resolution the same way you'd do audio.
