'Non-H, Imageset, Western, and Misc galleries may be composed entirely out of "loose images". This refers to images that are not part of any sequential CG set, comic, or variant set'.

If anything, multiple [Artist CG] galleries are the way to go, which follows the site guidelines rather than compiling a bunch together.

[Imageset] category exists for cases where singular artworks cannot be uploaded as a gallery (single image is forbidden content and will be expunged), and should be used like that.
'Imagesets of any theme, if uploaded by a different user. There is no such thing as a "more complete" collection in this regard.' This is the only reason why multiple [Imageset] galleries exist at the same time, otherwise all duped galleries would be removed.

If $90's uploads already existed as galleries that aren't [Imageset], then sure it should be tagged [Already Uploaded] and petitioned for expunge. Otherwise, uploading like this plays by the rules (and should be encouraged).
