Considering the whole Spiritual Convergence thing and the spirit world shit that LoK introduced, I'm surprised only Airbenders were popping up randomly, when all four elemental bending initially came from spirits.

If I remember correctly Airbenders were the most noticeable because they were mostly extinct. There was literally 1 family of Airbenders in that time. The "balance" was also moving to more non-benders because of technology progress and people distancing from Spirits altogether. So yeah Airbenders was popping up randomly was a big deal. Others more likely could be considered "late bloomers".
