Nah, Steve still deserves sympathy. His dad is the one who started it all when he abused Steve and forced him to attack his friend. Steve clearly didn't want to do it and probably didn't even understand what he meant about "own kind" at the time. So no, Steve had no agency as a child and Dre likely didn't give him a chance if he ended up bullying him so much. Fucking his mom on top of all that rather than working it out between them? This get back is deserved.
