I just looked it up and holy crap, you're right. Sokka actually is older. I just assumed Katara was older because she remembers her mother's face but Sokka doesn't. Sokka even says Katara was the one who "stepped up" after their mom died, which just seems like natural older sibling behavior in that situation, so you can see why I thought that. My bad.

no problem but actually I remember reading a comment about this in a youtube reaction and the most likely answer is its just Sokka spent more time with his dad and Katara with their mom which makes sense since Sokka wanted to be warrior and would take over as chief one day.
