This seems like an inefficient program. Being forced to go to a regional office once a day for a few weeks would be enough to ensure insemination of most people, and would minimize disruption to the lives of the chosen mother and to the economy. It would most likely improve the public sentiment as well.

i really hate stories like this because they are way too unrealistic even if a law was some how passed to allow something like this because people would 100% raise up and be willing to kill the people behind it, it wouldn't last a year before people all around the world rise up and start killing the people behind it
