Personally I don't know much about this, but some Googling shows that this Photo CD was produced and sold by ZERO Entertainment and/or Carrot Publishing, and made several similar compilation CDs up to (and including) Comiket 51.
If this CD is any indication, they will all be in the proprietary Kodak Photo CD format, which is impossible to parse through natively on modern Windows machines. Thankfully, somebody else made a command-line script to convert them to something much more legible.

NOTE: It appears that the galleries are somewhat out of order, based on what the menus show and how the actual image files are named and arranged, but that's just how they show up on the CD.

Damn , i was just three years old when this happened. I wonder if the cosplayers still watching anime or playing game these days.
