CxHxA if you are talking about the pic 03, that's a pic from the original manga and yes Freeza was that small xD animators usually change some things in the animated versions of mangas.

Lol that is Freeza's final form.. and yes.. he is short in the 1st form and final form.

Why does it matter if it's traced? It's not like he's bragging about his drawing skills or anything. It's simply about enjoying a new Dragon Ball story.
