Just a heads up, you don't need to bother tagging characters you only did a few images for.

The 25% (or, for galleries like this, up to 20 pages images in a row at least) requirement is there to ensure tag searches return only galleries where screentime for it is more than a needle in a haystack.

Most people using tags expect to find what they're looking for without having to spend 10 minutes sifting through the gallery for a few images.

It also makes it a lot easier to clean up bad tags if we don't have to double-check 1000 images one-by-one just to be certain tag like yaoi, furry, urination, netorare, ect. are invalid (the few exceptions we have to the presence rule such as scat and lolicon continues to remind us how absolutely fucking miserable it is to verify whether those tags are just limited to 1/1000 screentime or added in bad faith to blacklist a gallery).

It's not perfect by any means but 25% or 10-20 (depending on context) in a row is what we've settled on as the least hated compromise. 'Exhaustive' tagging where you just flag every single thing you can see works on boorus but not here where tags apply to an entire pool of images, just imagine if gelbooru would just give you a list all images made by artists who have made content for the character you're looking for at some point instead of the character itself.
