Take your poor opinions elsewhere. What's said on page 13 is 同姓 (same name, or, more rarely, same family or "type"), not 同年 (same year or same age). The innkeeper is either saying it's okay because they're the same type (men), or, more likely, the artist made a mistake because 同姓 and 同性 (same sex) are pronounced the same, which would make it even more obvious that what's being said is that there's no concern to be had because it's okay for men to have sex there.

And if you're so concerned with whether or not the artist considered the innkeeper a man, I suggest you read a few pages further to page 21 (20.jpg), where the guy literally says 「あんな美人の女将さんが男だったなんて...」, calling him a man and with a fucking ♂ symbol sprouting off him.
