Its not confirmed since he is using an alias for this but he might be the one and the same.
Try looking up Watanabe Yoshihiro, and also look for MooC-dan previous works. Notice that he is also the same character designer for sora no otoshimono anime and his previous eroge Bokura wa Piacere also sports the same art style.

But as I've said its not confirmed since I haven't found solid leads that MooC-dan is actually Watanabe yoshihiro but basing for the art style alone I can safely make that assumption.

And as Palaxius said, the animations are more like powerpoint/slideshow transitions, I guess they were making for this for those who'd enjoy immersing themselves within the story because the voice overs and sounds are really impressive.
