Let's see...

Early drivers of cars... wore goggles.
Early aviators... wore goggles.
People who shoveled coal on trains... wore goggles.
Victorian era scientists... wore goggles.

Given the soot & other pollution in England at the time, especially if you increase the effect by positing the technological advances of Steampunk, goggles are very sensible.
