Actually, Sakuya does put on a condom. Look closely on the two bottom-left panels on page 6. On the upper panel, you can see the ring of the condom on the penis right in front of Sakuya's mouth as she's putting it on orally. On the bottom panel, you can see the edges of the condom webbed in between the head and shaft of the penis, as well as the fact that the penis itself has turned pinkish in color.

But yeah, it's a very subtle difference.
