Yes, you are both correct that Alas=Ramus is a little girl.

This is because that girl is in fact not Alas=Ramus. She is Acies=Ara, Alas=Ramus's sister. Her assumed name in Japan (therefore, going by convention for the other characters, the name that should be used for the tag) is Tsubasa Satou.
Hell, it wouldn't have even made any sense for her to be some sort of aged-up version of Alas=Ramus. Did no one notice Emi mentioning Alas=Ramus as someone who is not present while the girl in question was shown together with her at that very moment?

Not only is there a LN version, as is usual for these things, the LN version is the original while the manga is a fairly loose adaptation.
