Her reporting it would be the logical choice, if it was that simple. Unfortunately, this manga and many rape/blackmail manga, highlight one of Japan's major social issues. Often times when a woman reports a rape or blackmail in japan, but there's no clear proof that it happened, it's the victom who is attacked and punished by society a rather than rapist. Rape cases in Japan rarely result in the rapist being convicted. As a result japanese women are, like many rape/blackmail manage to highlight, unlikely to report the rape or blackmail out of fear being ostracized by society.

Much of this is due to Japan's patriarchal heritage, and partially also due to the circulation of rape themed porn and manga that help propagate the rape myth: that all women eventually enjoy being raped, ignoring the basic facts about the human body and how it reacts when stimulated in a certain way, regardless of your personal feelings on the matter.

Also if you look into the comments of some rape/blackmail manga where some attack the female character(s), you will notice that even they fall for a few other rape myths. For those interested, here's a list of myths and facts put together by the West Virginia University.

Hell it's hard enough to get rape to be reported in the US, let alone Japan. We have our own issues with all that you mentioned, victim blaming and slut shaming and the like. So while not logical, I see the reason in these girls in manga and real life not reporting rape.
