@Nonanewalker I'd assume pre-Grail War (by extension pre-Heaven's Feel). It's not so much that Shirou's timid and dense when it comes to Sakura - certainly not like his relationship with Saber - but more that he doesn't feel comfortable with his attraction because she's his friend's sister and therefore doesn't act on it (in addition to his normal lack of self-worth and Sakura's domestic abuse situation muddying the issue). There's moments in early HF where they might have started going at it if someone didn't inevitably show up to cockblock them.
