Edit: Okay, since I asked the question, I'll answer it myself. Netorare requires 2 things:
1) the character must have a lover (not to confuse with: be in love!!!)
2) the character falls in love with another person

@Guestoid Netorare is about stealing from someone, so if it's unrequited love... stealing is impossible, because if the car gets stolen from a car dealer and not you, you don't get money from the insurance. The word itself explains what netorare is about. Netorare is always cheating, but cheating is not always netorare. Stealing is not the same as getting to the girl first.

Therefore, it is impossible for this doujin to qualify as NTR. Furinji IS NOT Kenichi's lover (although she is in love with him, but it doesn't matter)(and that already makes the doujin impossible to have the NTR tag) and she does not fall in love with Shimayama.

Netorare does *not* require any characters to have lovers. Nor does it require a character to actually fall in love with someone else. The only thing required is that the reader feels a strong sense of a love interest being stolen.

That's not true at all. Plenty of NTR classics are about unrequited loves being stolen because the cuckolded dude waited too long to tell her, or didn't go all the way and someone got there first. Or indeed about sisters or mothers! NTR is all about that feeling of her being stolen - which is why it's not the same as just cheating or the rape of someone who has a lover. She must be stolen away for it to actually be NTR.

Here it's kind of an NTR tease - you think she'll be stolen away like in so many other NTR works, but in the end she isn't.
