Edit: Yeah but regardless of what labels the publisher shoved onto the magazine scans, it's not 'netorare' under e-hentai's tag definition I'd say which is all that matters, as it requires 'unfaithfulness' which plain netorase like this lacks. 'NTR' is more of an umbrella term for netorare/netori/netorase in Japan I'd say.

netori I can see as it requires netorare by definition, just not of the protagonist (as they're the one doing the netorare). But cuckold would generally carry the negative connotation of the betacuck being a betacuck I'd think, (least google seems to think so also: http://i.imgur.com/kv0ImcQ.png), as such cheerful netorase that's basically pimping for money and fun just seems like a poor fit for the term which e-hentai has merely set up as an auto-replace/'synoynm' for the netorare tag. Plus again it's still far from the netorare tag's main definition. The tag is abused to hell and back on this site anyway, just wish they'd get netori/netorase sub-tags or something.
