Translated from Chinese Translations by 囧猪个人汉化.
While not a part of the doujin, I included the short story epilogue as it was directly relevant.

I am aware the Chinese Translators listed the title as "The Girls of the 99th Fleet," but as the story is about the girls reaching 99 as opposed to being identified as the 99th, I used "99" as it can represent either adequately.

Regarding page 13 (page 14 if numbered by the doujin), I replaced the Kanji of the shipgirls' names with the little heads, as not all fans of kancolle are acquainted with the names of the shipgirls and this was the most efficient way to convey which shipgirl is which.

@Deffun level cap before (provisional) marriage.
The only thing that I understand is they somewhat fighting without their admiral (presumably dead) but before their admiral gone he talked about level 99 things.
Long story short, this somewhat like a ghost story with the ship girl soul can only free by leveling up to 99.

The thing that I don't understand is why is Yukikaze didn't disappear.
The thing that confuse me is why Bukky have a lvl 99 tag in page 14.

In the extra story Yukikaze has a ring so her level cap is not 99. Although technically ship girls can't have a ring before level 99 but guess she got it from secretary day long ago.
No idea about Fubuki being level 99, or is this manga about level 99 ship girls reaching level 100 without ring thus breaking the game lol

This might be my own speculation but from what I can tell, the story is as follows:

As we find out by the end, the admiral is dead/disappeared at some point, but only Yukikaze knows. She hid the admiral's fate from the others because without an admiral I can only assume the fleet would be separated/scrapped. To prevent this, Yukikaze replaced the admiral and cut off ties/scrambled connections with HQ, which led to HQ labelling their base as "abandoned".

Essentially, Yukikaze had been sending the other shipgirls to aimless expeditions and skirmishes for what seems like years if not decades depending on how big of a time skip was between the ending and epilogue. Once a shipgirl reaches level '100' they officially have done all they can do and disappear/"ascend" or something (what exactly happens is pretty vague aside from the fact that they definitely leave and never come back), so to prevent the others from getting scrapped she worked tirelessly to make sure everyone reached the level cap and left on their own instead of waiting to die/be scrapped, with her being the last one 'alive' since she had previously married the admiral (which increases your level cap). From what I can tell, she also hid this from the others.

Basically take the last few episodes of Angel Beats and turn it into dead boats blowing up monsters instead of dead kids acting out high school.

Here's my take on the story:

The admiral of the story's fleet retired from playing Kantai Collection. However, in spite of that admiral preferring small ships like destroyers, he never really married anyone from his fleet. As a result, the girls from the fleet would train themselves to the marriageable level of 99. Getting to that point was akin to a love confession, which would be in vain as the admiral had already left the naval base. Seeing their love unfulfilled, the girls would voluntarily decommission themselves and vanish.

This trend continued until Yukikaze was left. Since she was the last ship, the ring inevitably became her possession. But the catch is, even she can't marry an admiral who is not there. Regardless, she remained fighting in combat, going out in expeditions, and participating in exercises as the last ship and the "partner" of her admiral.

As ambiguously depressing as that was, I loved the turret artwork. First time seeing their guns deployed like this, really epic to see Haruna's guns rising up from the water.
