No, "yuri" as a term had no inherent tie to sex originally and that's also how it is today on most modern sites in general, but there was a time in western fandom where there was an artificial distinction between "yuri" and "shoujo ai" and the like, with the former being more explicit, and that lingers on a bit here and there. It's just one of those historical quirks/oddities of EH, but that still needs to be respected. Even if content tagging isn't always the strongest here consistency still matters.
