My theory is that the previous "pet" was in the same situation as ma-kun here but instead of staying he tried to escape. Here is a different interpretation of this story.

Is Touka going to eat Ma-Kun?
NO. There is a LOT of evidence that Touka (the female Man-Eating Demi-Human (MEDH)) is NOT regularly eating humans.
A Man-Eating animal just means that they WILL eat humans, NOT that they regularly do so.
Female mantis insects are known for eating after sex, usually the male brings a "tribute" animal for the female to eat, otherwise she may try eating him.
MEDH males bring tribute to females (dinner dates). Most likely they bring small animals like cats or dogs. Ma-Kun is offered as the FOURTH tribute by a male MEDH, the male would likely bring increasing larger tributes, so a human is the largest he has brought. She reacts violently to his offering striking him and insulting him saying he only brings easy prey. She thus made it 'very clear' that humans are NOT a good tribute.
In this world, man has conquered the Demi-humans and imposed his laws on them (page 14), so angering the humans is something Demi-Humans do not want to do.
MEDH are NOT allowed to live in this area, so Touka is an illegal immigrant, as are all other MEDH in the area, hiding from discover by the humans.
Ma-Kun immediately recognizes her species, so it is assumed they do not just blend in with other species.
Everyone living in the housing complex is a Demi-Human (assuming all other are NOT man-eaters) and they tolerate her living there, BECAUSE they do NOT eat humans, so they are not a problem by attracting police attention.
She even says "We would be in trouble if someone saw you" and hides him in her apartment, she does not want the other Demi-humans to see her with a human.
She does not know what humans like to eat (suggesting she does not have experience with humans) (page 12). When Ma-Kun mentions that his family will miss him, she says "That's right. Humans actually have families too" (previous cat and dog tributes have no families to worry about).
When talking to the landlady she Ma-Kun is a "good boy" (how we refer to pets), suggesting the other tributes WERE pets(probably dogs).

Why does she stop him from leaving?
She does not want to kill him, but at the same time does not want him to leave until she is sure that he will not go to the police about his kidnapping by illegal MEDH immigrants, (there must be a small population of MEDH in the area, since she mentioned that others have left tributes and her landlady is also and MEDH)
She did NOT WANT a human tribute and made that very clear to the male MEDH that offered it to her, but then she was stuck with a kidnapped human.
She had to hide the human fast else the other tenants could have seen her and probably turned her in.
Any MEDH in the area that knows that Ma-Kun is with her would NOT want him to get loose and get the police involved, killing and eating him would probably be their solution.
The land lady even says the police are patrolling more, implying they are looking for Ma-Kun and that she needs to be extra careful when outside her apartment.
She treats him well because she is NOT a man eater and is attempting to safe guard him from the other MEDH and trying to build a relationship of love and trust between them so he will have a vested interest in allowing her and the others to remain.
