In the raw she said "遅いのね" which can be "It's late", "Late isn't it?", "Fucking late", "What taking so long" it has no gender indication, and by the panel flow, she said this when the brother opened the door, she's clearly known who to direct it to.

She called the brother over because her female friend ditched her, so at this point she is waiting for her brother, she would not expect her female friend to come.

So if put "He's late" it make her stupid. If put "She's late" it's also make her stupid. The most appropriate is "You're late." Otherwise as the brother description of her personality behave toward him it can be "Fucking late"
