Fate's official residence is the same as Nanoha's and Fate's, but as you said she doesn't live full time with them either, and that's not even "a possibility", but a fact, she's a big part of the time away working, and even if it's not stated in canon I'm sure she visits her other family often enough, she's the kind of person that is all about family.
